In the Town of Banff, an Area Redevelopment Plan (ARP) is a document that sets out the overall vision for an area and the activities, policies and developments proposed to achieve that vision. Under the Banff Incorporation Agreement, the approval of the Minister responsible for Parks Canada is required for an ARP to take effect. In determining whether to approve the plan, the Minister must ensure that the proposal complies with applicable federal laws, regulations and policies and will adequately protect the environment, as required by the Canada National Parks Act .

On June 24, 2024, the Town of Banff Council approved a Railway Lands Area Redevelopment Plan, the latest version of which was submitted to Parks Canada for review on September 11, 2024. Based on this review, Parks Canada has determined that the September 11, 2024 version of the PRS is consistent with applicable laws and policies and that an environmental review process can now begin to determine whether the plan will adequately protect the environment.

Parks Canada has determined that a strategic environmental assessment is required as a review process. A strategic environmental assessment (SEA) examines the potential positive and negative environmental effects of implementing the activities, policies and developments described in the SRP. A SEA provides an opportunity to integrate environmental considerations, particularly cumulative effects, into the planning process. Public and Aboriginal engagement is an integral part of developing a SEA.

In the first phase of the consultation process, Parks Canada is seeking feedback from all Canadians on the draft SEA Terms of Reference. The Terms of Reference will set out the parameters of what the Town of Banff will assess as part of the SEA, creating a “road map” for the SEA.

Once the Terms of Reference are finalized, Parks Canada will seek further public and Aboriginal comment on the draft SEA. Comments received through these consultations may inform changes to the SEA and the SRP. Based on the findings of the final SEA, Parks Canada will make a determination on the significance of the project's effects; this assessment by Parks Canada will form part of the record sent to the Minister for decision.
